BYELORUSSIA: COMMONWEALTH OF INDEPENDENT STATES LEADERS SIGN AGREEMENT SETTING UP COORDINATING STRUCTURES/RUSSIAN PRESIDENT BORIS YELTSIN ANNOUNCES THEIR FAILURE TO AGREE UNIFIED CONTROL OVER CONVENTIONAL FORCES Date:DECEMBER 30, 1991 The Commonwealth of Independent States, which replaced the Soviet Union, agreed on Monday (December 30) to establish coordinating structure between republics and the commonwealth. But the 11 presidents meeting in the Byelorussian capital, Minsk, failed to agree on unified command over conventional forces. Russian President Boris Yeltsin told a news conference that Ukraine, Azerbaijan and Moldova would create separate armed forces. He said the other eight states would set up a joint armed force. Yeltsin, speaking after more than eight hours of talks between the 11 leaders, said they had all agreed on maintaining unified control over the former Soviet nuclear arsenal. USSR: A statue of Vladimir Lenin is being dismantled in the Ukraine capital A statue of the founder of the communist Soviet state, Vladimir Lenin, was dismantled in the Ukrainian capital, Kiev, on Friday (October 11). The 12-metre (40 feet) high marble statue was the biggest in the republic and one of the largest anywhere in the Soviet Union.It was erected in Kiev's central square less than 20 years ago. The Ukraine is the second-most powerful republic in the Soviet Union and in August declared independence from Moscow.
