    トランプ支持者、議会に乱入で騒然

No: 3198 USA-ELECTION/PROTESTS-UPDATE-CHAOS Chaos at U.S. Capitol as Trump supporters clash with police STORY: Chaos erupted at the U.S. Capitol on Wednesday (January 06) as a mob of President Donald Trump's supporters clashed with police and then stormed the building in a violent scene that's been likened to an attempted coup or an insurrection. Lawmakers were evacuated as the rioters breached the barricades, interrupting the certification the results of the presidential election. Thousands of protesters, waving "Don't Tread on Me" flags and shouting "stop the steal," flooded Capitol Hill and paraded through National Statuary Hall, creating a tense standoff with law enforcement that dissolved into violence. Tear gas was reportedly deployed in the Rotunda and shots were fired. Earlier protesters had massed outside the Capitol building, with police using teargas and pepper spray to keep them back. Medics could be seen giving CPR to one injured protester. CNN reported that a woman was in critical condition after being shot in the chest on the Capitol grounds. On MSNBC, a person covered in blood was seen been wheeled away from the building on a stretcher. Speaker Nancy Pelosi and Senate Democratic Leader Charles Schumer issued a statement calling on Trump to call off the protesters. Later on Wednesday Trump posted a video calling on protesters to go home, and saying "we have to have peace." The governors of Maryland and Virginia said they would dispatch the state troopers and activate the National Guard to help quell the violence. Kayleigh McEnany, the president's press secretary, also said that federal officers and National Guard would be deployed. Images from inside the House chamber showed police with their guns drawn as protesters banged on the doors. Video images showed the demonstrators smashing windows and climbing into the building. Igor Bobic, a reporter for HuffPost, tweeted that the president's supporters eventually entered the chamber, with one taking the dais to yell, "Trump won that election!" Capitol Police have asked for additional law enforcement assistance, while D.C. Mayor Muriel Bowser ordered a citywide curfew beginning at 6 p.m. The protesters were heeding the calls of President Trump, who has falsely claimed that the Nov. 3 presidential election was thrown to his Democratic challenger Biden by widespread voter fraud. His claims have lacked evidence and have suffered one legal setback after another. In an address to the nation, President-Elect Joe Biden called on Trump to speak out and "demand an end to this siege." Before the protests escalated, thousands of Trump supporters gathered in Washington, D.C. this week to take part in what has been billed as the Save America Rally held on the National Mall. The president addressed the cheering crowd shortly before Congress met to certify the results. "We will never give up. We will never concede," Trump said. Spurred on by his bellicose rhetoric, a typically ceremonial counting of the electoral votes submitted by each state was overshadowed and marred by clashes between protesters and police. Even before protesters flooded the Capitol, the vote certification had become unusually contentious. Republicans issued objections to certifying Arizona's electoral votes, which closed the joint session and kicked off debate in both chambers over whether or not there were election irregularities that would nullify Biden's victory in the state.

This clever bird from California, USA, shows off some of the amazing tricks that he knows, such as fetching, poking his head through a hoop and giving his owner high fives. Resident Service Coordinator Stella Moon, 26, said while it wasn't their intention to teach one-year-old white-faced cockatiel Wilbur any tricks, he was naturally curious and interested in learning. Stella said: "When we first had Wilbur, we never planned to teach him tricks, however, we noticed him understanding certain words we would repeat such as "give me kiss" or "step-up", so we decided to try out more challenging tricks to see if he would catch on and surprisingly he did!" Stella said her favourite of Wilbur's tricks is the high five, while Wilbur's is fetching his toy. ( Original Title: Wilbur Doing Tricks )

U.S. Senate approves Blinken as secretary of state

The U.S. Senate on Tuesday voted to confirm President Joe Biden's nomination of Antony Blinken to serve as the next U.S. secretary of state. The Senate confirmed his nomination by a vote of 78-22, making him the 71st U.S. secretary of state. A total of 22 Republican senators voted against him. Republican Senator Rand Paul voiced his opposition to Blinken's nomination before the vote, citing that the veteran diplomat had always been an advocate for military intervention and regime change. During his confirmation hearing last week, Blinken proposed changes to the previous administration's foreign policy on the Middle East. He told the Senate Foreign Relations Committee that the Biden administration would seek to rejoin the Joint Comprehensive Plan of Action (JCPOA), also known as the Iran nuclear deal, if Tehran returns to compliance. Blinken also voiced his support for a two-state solution between Israel and the Palestinians, a policy stance that was backed by successive U.S. governments for decades but was largely abandoned by the Trump administration. The Senate panel approved Blinken's nomination by a vote of 15-3 on Monday. Blinken, 58, served as deputy national security advisor and deputy secretary of state under former President Barack Obama. As a close aide to Biden for nearly two decades, Blinken was one of Biden's first cabinet picks. Xinhua News Agency correspondents reporting from Washington D.C.. (XHTV)

GLOBALink | What lessons could be drawn as global COVID-19 cases top 100 million?

STANDUP (English): XIE E, Xinhua correspondent "The raging COVID-19 pandemic shows no signs of abating. The global caseload has surged past the sobering number of 100 million, according to data collected by Johns Hopkins University. That means, 1 in less than 80 people around the world has been infected with the virus. Global coronavirus cases reached the milestone of 50 million in early November last year. But it only took a little more than two months for it to double. And just as vaccines begin to offer hope for a path out of the pandemic, officials have sounded alarms about highly contagious new variants of the virus circulating in many parts of the world. So what lessons could be drawn from the viral pandemic? And what does the latest milestone of 100 million positive cases mean for the world's ongoing battle to contain it?" SOUNDBITE (English): TEDROS ADHANOM GHEBREYESUS, Director-General, World Health Organization "A name for the disease, COVID-19." COVID-19 caseload worldwide topped 100 million. SOUNDBITE (English): TIMO BALZ, German Professor, Wuhan University, China "It's clearly a sad signal, 100 million infected people. It is a tragedy of almost unmet proportion. Very seldom in history did we have such a tragic event." SOUNDBITE (English): EJAZ AHMAD KHAN, Pediatrician and infectious disease specialist in Shifa International Hospital, Pakistan "For the world, it is time to wake up to these threats, I think. We know that this pandemic is not going away right away, it will remain a challenge." SOUNDBITE (English): SHAHBOZ BABAEV, Uzbek Lecturer, Anhui Finance and Trade Vocational College "I think this is now the huge signal that tells us the governments should step up and try to control the epidemic. And also I think people's life should be put first." SOUNDBITE (English): JAMES ALEXANDER, British journalist in Chongqing, China It's kind of difficult to believe. I really think it's important that people understand how serious the situation is. "I think what this also means that in countries where the situation has gotten out of control, they should really look to other countries, so for example, here in China, where the government and authorities have taken very effective measures to keep the situation under control." What measures could be effective for curbing the virus? SOUNDBITE (English): SHAHBOZ BABAEV, Uzbek Lecturer, Anhui Finance and Trade Vocational College "I think the sooner we can tackle this problem, the sooner we can end with this. Definitely No. 1 is wearing masks. What if you know like the U.S. would ask their people to wear masks earlier? The other measures, keep informing people, for example, in China, information is very transparent. And we can receive information in any minute telling us what to do, where to go and where not to go. We have high, medium and low-risk areas. If you are traveling within China, you still have to quarantine yourself for 14 days or 10 days. You know this is something that we can implement in other countries." SOUNDBITE (English): STEPHEN NDEGWA, International relations lecturer, United States International University "What it (China) has done the lockdowns, you know, the testing, and, of course, the social distancing, the masking. They have to be done in a strict way. So I think we need to put together all measures not just in China, but across the world, we need to benchmark with what China has done." SOUNDBITE (English): BERNARD DEWIT, Chairman, Belgian-Chinese Chamber of Commerce "And I must say that Chinese policy in fighting COVID, but also in providing assistance to countries like, in Africa, it's something that is badly needed." SOUNDBITE (English): TIMO BALZ, German Professor, Wuhan University, China "That (China) is an example others should follow. It really works well. Very fast and very strong measures. So you have to quarantine the people. You have to build makeshift hospitals and makeshift quarantine centers, and you have to ensure the transport. That is very well done in China What should countries do to better contain the pandemic? SOUNDBITE (English): JAMES ALEXANDER, British journalist in Chongqing, China "My personal impression is that the most important thing is being as decisive and swift in your action as quick as possible." SOUNDBITE (English): THERESE HESKETH, Professor of Global Health at University College London "The key things are to enforce all the measures of social distancing, of closing borders where necessary to prevent the spread of particularly the new variants, and also to encourage people and to organize the distribution of vaccines." SOUNDBITE (English): BERNARD DEWIT, Chairman, Belgian-Chinese Chamber of Commerce "I think we need to use all the weapons we can to fight this kind of huge epidemic. We are all humans, we are all confronted with the same problem. So, indeed, international cooperation is very important. And the role of international bodies like the WHO is really very important." SOUNDBITE (English): ZAMIR AHMED AWAN, Deputy director of the Center for Chinese Studies, National University of Sciences and Technology, Pakistan "COVID-19 is a huge challenge, and no single country can handle it alone. It needs collective efforts, join hands with each other. The whole world should work together and address the issues." SOUNDBITE (English): STEPHEN NDEGWA, International relations lecturer, United States International University "We are sharing the same future in the world. In terms of fighting COVID-19, solidarity and cooperation are crucial and without that, we all fall down. Everyone must play the role at the individual country level in order to contribute to tackling the global challenge." Xinhua News Agency correspondents reporting from New York. (XHTV)

U.S. House delivers Trump impeachment article to Senate

.S. House delivered on Monday an impeachment article against Donald Trump to the Senate, charging the former president with inciting insurrection leading to the deadly Jan. 6 Capitol riot. Nine House Democrats, appointed by House Speaker Nancy Pelosi as impeachment managers who will serve as prosecutors in the upcoming trial, made the ceremonial walk through the Capitol building to the upper chamber to deliver the article. "President Trump gravely endangered the security of the United States and its institutions of Government. He threatened the integrity of the democratic system, interfered with the peaceful transition of power, and imperiled a coequal branch of Government. He thereby betrayed his trust as President, to the manifest injury of the people of the United States," Jamie Raskin, the lead impeachment manager, read aloud the single article of impeachment against Trump on the Senate floor. All 100 U.S. senators will be sworn in as jurors on Tuesday, and a summons will be formally issued to Trump for his response, which will be due on Feb. 2, local media reported. The trail is set to begin the week of Feb. 8. "Everyone wants to put this awful chapter in American history behind us. But sweeping it under the rug will not bring healing," Senate Majority Leader Chuck Schumer said on Sunday. "I believe it will be a fair trial. But it will move relatively quickly and not take up too much time because we have so much else to do." The Democrats-controlled House voted to impeach Trump over "incitement of insurrection" in a 232-197 vote on Jan. 13, making him the first president to be impeached twice. At least 17 Republicans would need to join all 50 Democrats to convict Trump by a two-thirds majority. In Trump's first impeachment trial held last year, which lasted three weeks, only one Republican senator, Mitt Romney, voted to convict Trump on abuse of power charge. Biden moves to repeal Trump's transgender military ban

U.S. President Joe Biden on Monday signed an executive order seeking to repeal his predecessor Donald Trump's ban on most transgender people serving in the military. The executive order "sets the policy that all Americans who are qualified to serve in the Armed Forces of the United States should be able to serve," the White House said in a statement. "President Biden believes that gender identity should not be a bar to military service, and that America's strength is found in its diversity,"the statement said. Biden's order "immediately prohibits involuntary separations, discharges, and denials of reenlistment or continuation of service on the basis of gender identity or under circumstances relating to gender identity," the statement said. The order also directs the immediate "correction of" military records for any who had been affected by Trump's ban. However, the order doesn't at once undo all restrictions on transgender service, said Chris Johnson, White House reporter for Washington Blade, which is a top LGBT news source since 1969. "For now, gender dysphoria aren't cause for discharge, but trans enlistments are still on hold," Johnson tweeted, adding that the Pentagon and the Department of Homeland Security must produce a report within 60 days after consultation with Joint Chiefs. The Barack Obama administration, in which Biden was vice president, enabled transgender people to serve openly in the military in 2016. But in 2017, Trump tweeted he would reverse the policy, saying he would "not accept or allow transgender individuals to serve in any capacity in the U.S. Military." The Pentagon in 2019 implemented a policy meant to fulfill Trump's order that bars most transgender people from serving in the military unless they do so in their biological sex. Iran says to stop IAEA additional protocol inspections if nuke parties not implement commitments

The Iranian Foreign Ministry spokesman said Monday that if the parties to the Joint Comprehensive Plan of Action (JCPOA), the Iranian 2015 nuclear deal, do not adhere to their commitments, Iran will stop inspections pertaining to the Additional Protocol of the International Atomic Energy Agency (IAEA). "The parliament Law of Strategic Action Plan (to Counter Sanctions) is completely clear. If JCPOA parties fail to comply with their obligations, Iran should stop inspections pertaining to the Additional Protocol of the IAEA, which Iran is implementing voluntarily," the spokesman Saeed Khatibzadeh said in his weekly press conference. "However, Iran's cooperation with the IAEA will not be suspended, and it does not mean the expel of IAEA inspectors in general, but it means the cessation of inspections related to the additional protocol," he said. Earlier in the month, Iran launched 20-percent uranium enrichment process as part of Iran's Strategic Action Plan to Counter Sanctions which was approved by the parliament in December 2020. In response to the U.S. withdrawal from the nuclear deal in 2018 and re-imposition of sanctions, Iran has suspended implementing parts of its obligations under the JCPOA. Greece, France sign Rafale jet deal worth 2.5 bln euros

Greece signed a contract with France on Monday for the purchase of 18 French-made Rafale fighter aircraft for 2.5 billion euros (3.03 billion U.S. dollars). The deal, which was approved by the Greek Parliament earlier this month, was sealed during the visit here of French Minister of the Armed Forces Florence Parly. Under the agreement, over the next two years, Greece will acquire six new and 12 used Rafale jets built by Dassault Aviation. The first six planes will be delivered in July. The Greek Air Force's pilots and technicians will leave for training in France in the coming days, government spokesperson Christos Tarantilis told the press on Monday. The deal with France is part of a wider five-year plan to strengthen the Greek Armed Forces' deterrence abilities, he said. "The acquisition of the French Rafale fighter jets is a milestone in our bilateral defense cooperation and," Greek Minister for National Defense Nikos Panagiotopoulos told journalists following the signing ceremony at the Defense Ministry. SOUNDBITE(Greek): NIKOS PANAGIOTOPOULOS, Greek Minister for National Defense "The acquisition of the French Rafale fighter jets is a milestone in our bilateral defense cooperation and, more broadly, in Greek-French relations. The choice to purchase the French Rafale fighters underlines the strategic character of the Greek-French relations and the unwavering support of France in our country, in the face of challenges and threats." Parly said that Greece is the first European country to acquire Rafale fighter jets and that France will soon submit proposals to Greece regarding the modernization of its Navy, the Greek national news agency AMNA reported. This is the third time in the past half a century that Greece purchases military aircraft from France, Greek Prime Minister Kyriakos Mitsotakis noted, welcoming Parly to his office. The Rafale deal comes as tensions between Greece and Turkey have increased in recent months. The two neighbors have been engaged for many years in a dispute over maritime boundaries and rights to energy resources in the Aegean and Mediterranean Seas. On Monday, the two sides resumed exploratory talks in Istanbul, Turkey, on the delimitation of maritime zones. The previous round of exploratory talks was held in 2016. AstraZeneca's reduced vaccine supply to EU "not acceptable": commissioner

Stella Kyriakides, the European Commissioner for Health and Food Safety, stated on Monday that AstraZeneca's new schedule in which the company's supply of COVID-19 vaccine would fall short of expectation was unacceptable to the European Union (EU). "Last Friday, the company AstraZeneca surprisingly informed the Commission and the European Union Member States that it intends to supply considerably fewer doses in the coming weeks than agreed and announced," she said in a video statement. "This new schedule is not acceptable to the European Union," she stressed. The commissioner wrote a letter to the company over the weekend following the announcement on Friday that it would reduce the initial supply. AstraZeneca's latest announcement added to the concern over the delay in vaccine supply in the EU caused by a similar warning by Pfizer due to production updates. European Commission President Ursula von der Leyen insisted, during her phone call with AstraZeneca Chief Executive Pascal Soriot on Monday morning that the company had to deliver on its contractual arrangements. "She reminded Mr Soriot that the EU has invested significant amounts in the company upfront precisely to ensure production is ramped up even before the conditional market authorisation is delivered by the European Medicines Agency (EMA)," commission spokesman Eric Mamer told a daily briefing. European Council President Charles Michel told a Europe 1 television programme on Sunday that the bloc intended to ensure that the contracts signed by the pharmaceutical industry are respected and legal actions at the EU's disposal could be used. Also on Monday, Kyriakides announced that the commission proposed to the 27 member states that an export transparency mechanism would be put in place as soon as possible. "The European Union has supported the rapid development and production of several vaccines against COVID-19 with a total of 2.7 billion euros... in the future, all companies producing vaccines against COVID-19 in the EU will have to provide early notification whenever they want to export vaccines to third countries," she said. Assuring that humanitarian deliveries would not be affected, the commissioner underlined that the EU "will take any action required to protect its citizens and rights." Kyriakides confirmed that AstraZeneca's vaccine could possibly be given a conditional marketing recommendation by the European Medicines Agency by the end of this week. The EU has granted conditional marketing authorization for two vaccines, one developed by BioNTech and Pfizer, the other by Moderna. Von der Leyen has said her commission has secured a total of 760 million doses of the two vaccines, enough to vaccinate 380 million people, or 80 percent of the EU population. As the world is struggling to contain the pandemic, vaccination is underway in many European countries with the already-authorized coronavirus vaccines. Meanwhile, 237 candidate vaccines are still being developed worldwide -- 64 of them in clinical trials -- in countries including Germany, China, Russia, Britain and the United States, according to information released by the World Health Organization on Jan. 22. UN chief urges donor countries, banks to increase finance for climate change adaptation

United Nations Secretary-General Antonio Guterres on Monday urged donor countries and banks to significantly increase the volume and predictability of their finance for climate change adaptation and resilience. The UN chief made the remarks at the Climate Adaptation Summit (CAS 2021). SOUNDBITE 1 (English): ANTONIO GUTERRES, UN Secretary-General "Donor countries and multilateral, regional and national development banks need to significantly increase the volume and predictability of their finance for adaptation and resilience." The online global conference, hosted by the Netherlands, is aimed at accelerating, innovating and scaling-up the world's efforts in adapting the global societies and economies to the inevitable effects of climate change over the coming decade. The CAS 2021 on Jan. 25-26, which is expected to jumpstart a year of climate-related events, will link up with the World Economic Forum's Davos Agenda Week scheduled for Jan. 25-29. SOUNDBITE 2 (English): ANTONIO GUTERRES, UN Secretary-General "That is why I have called for 50 per cent of the total share of climate finance provided by all developed countries and multilateral development banks to be allocated to adaptation and resilience in developing countries. Adaptation cannot be the neglected half of the climate equation. Let us remember that developed countries must meet the commitments made in the Paris Agreement to mobilize 100 billion dollars a year from private and public sources for mitigation and adaptation in developing countries." The UN chief also stressed that all budget allocations and investment decisions need to be climate resilient. SOUNDBITE 3 (English): ANTONIO GUTERRES, UN Secretary-General "Climate risk must be embedded in all procurement processes, particularly for infrastructure." Guterres also called for efforts to "significantly scale-up existing catastrophe-triggered financial instruments such as the Caribbean Catastrophe Risk Insurance Facility and the African Risk Capacity." The secretary-general urged countries "to ease access to finance, especially for the most vulnerable, and expand debt relief initiatives." Finally, he made a call "to support regional adaptation and resilience initiatives." Xinhua News Agency correspondents reporting from UN headquarters. (XHTV)

France registers 445 COVID-19 deaths over past 24 hours, hospitalizations up again

France has reported 445 new COVID-19 related deaths in the past 24 hours, bringing the total number of fatalities to 73,494, health authorities' data showed on Monday. Meanwhile, 4,240 people tested positive for COVID-19 within one day, bringing the country's cumulative number of infections to 3,057,857. Hospital admissions surged by 531 to 26,924. Some 3,041 resuscitation beds were occupied by COVID-19 patients, a single day rise of 76, according to figures posted on the government's coronavirus information website. It is the first time since Dec. 9 that the number of COVID-19 patients in intensive care exceeded 3,000. U.S. Senate confirms Yellen as first female treasury secretary

The U.S. Senate on Monday voted to approve President Joe Biden's nomination of former Federal Reserve Chair Janet Yellen to be the next U.S. treasury secretary, making her the first woman to hold the job. Yellen, a 74-year-old economist, will also be the first person to have served as treasury secretary, chair of the Council of Economic Advisors, and chair of the Federal Reserve after the Senate confirmed her nomination by a vote of 84-15. At a confirmation hearing last week, Yellen said her first task as treasury secretary will be helping Americans endure the final months of this pandemic and keeping people safe while getting them back to work. Yellen also urged U.S. Congress to "act big" with a new COVID-19 relief package as the economic recovery is losing momentum amid surging coronavirus cases. "Economists don't always agree, but I think there is a consensus now: Without further action, we risk a longer, more painful recession now -- and long-term scarring of the economy later," she said. Biden has unveiled a 1.9-trillion-U.S.-dollar COVID-19 relief proposal, which draws opposition from a growing number of congressional Republicans. It's unclear whether the Biden administration would secure enough votes for a new massive relief package. "Any further action should be smart and targeted, not just an imprecise deluge of borrowed money that would direct huge sums toward those who don't need it," Senate Republican Leader Mitch McConnell said Monday on the Senate floor. "That's why the new Administration's first draft of their sprawling proposal misses the mark. And press reports make clear this is not just a Republican view; multiple Democratic Senators agree it's not the right path forward," McConnell said. However, White House economic adviser Brian Deese warned last week that the United States risks falling into a "very serious economic hole" without decisive action, urging Congress to approve more COVID-19 relief as soon as possible. Israeli, Chinese singers jointly sing hope out amid COVID-19 pandemic

When Yair Levi's grandmother fell ill early last year, the Israeli singer was at a loss and desperate to find some solace by writing a meaningful song praying for her healing. SOUNDBITE 1 (Hebrew): YAIR LEVI, Israeli singer "When I composed the song, I was just thinking about my grandmother and how I wanted her to get better. I wasn't thinking too much if I was Jewish, Christian, Orthodox. I was just thinking about my grandmother. And I think this is the frequency that passes through the song and I think this is why people connect." Since its publication, however, hundreds of amateur versions have popped up around the world in different languages, in addition to official recordings in German, English, Hindu and soon Arabic. Levi's grandmother eventually died, though not from COVID-19. But the inspiring song performed by his calming voice struck a chord with many listeners at a time when the world was looking for hope amid the rapid spread of the highly infectious virus. Later, Chinese-Israeli Maya Yangzi Lazar chanced to find online a video clip of the song co-produced by Hadassah medical center in Jerusalem and Levi, when she was surfing the Internet to see where she could get a rapid COVID-19 test. The moving melody made her decide that the song must be translated into Mandarin Chinese. Living in Israel for several years now, Yangzi Lazar heads a non-profit organization called the Love and Hope Foundation aiming at promoting bilateral cultural and educational cooperation between Israel and China. Earlier this month, with the help of Yangzi Lazar's foundation, the Hebrew-Chinese version of the song was released. Together with Levi, Chinese singers Ha Hui and Xu Chi recorded the song each at their own location because of the worldwide travel restrictions. SOUNDBITE 2 (Hebrew): YAIR LEVI, Israeli singer "I feel this song is really a mission of connection between Israel and China, something that I believe can reach amazing places. Because in the end, music is so real and it really connects people. I wish that through this song, there will be more connections between us and the Chinese people." Yangzi Lazar is currently developing a website for Levi in Chinese in order to make him more accessible in China, ahead of more projects they are planning together. 100 mln COVID-19 cases worldwide expected this week: WHO chief

The number of COVID-19 cases worldwide is expected to reach 100 million within this week, said the Director-General of the World Health Organization (WHO) Tedros Adhanom Ghebreyesus. "A year ago today, fewer than 1,500 cases of COVID-19 had been reported to WHO, including just 23 cases outside China. This week, we expect to reach 100 million reported cases," Tedros said at a WHO press briefing on Monday. "Numbers can make us numb to what they represent: every death is someone's parent, someone's partner, someone's child, someone's friend," he added, and called for vaccination of health workers and older people to be underway in all countries within the first 100 days of 2021. He also quoted two latest reports to show that without equitable access to COVID-19 vaccines, the world would have to face not only a catastrophic moral failure, but also an economic failure. According to a new report from the International Labor Organization, which analyzes the impact of the pandemic on the global labor market, some 8.8 percent of global working hours were lost in 2020, resulting in a decline in global labor income equivalent to 3.7 trillion U.S. dollars. The report projects that most countries will recover in the second half of 2021, depending on vaccination rollout, and recommends international support for the vaccine rollout in low- and middle-income countries and to promote economic and employment recovery. The second report, commissioned by the International Chamber of Commerce Research Foundation, finds that vaccine nationalism could cost the global economy up to 9.2 trillion dollars, almost half of which, about 4.5 trillion, would be incurred in the wealthiest economies. In contrast, the financing gap for the Access to COVID-19 Tools Accelerator, a WHO-led initiative, is 26 billion dollars this year, according to Tedros, who added that the ACT Accelerator, if fully funded, would return up to 166 dollars for every dollar invested. "Vaccine nationalism might serve short-term political goals. But it's in every nation's own medium- and long-term economic interest to support vaccine equity," he said. China urges joint efforts to tackle global climate change

hinese Vice Premier Han Zheng on Monday called for joint efforts of all countries to enhance actions of climate adaptation and work for new progress in global climate governance. Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks while addressing the Climate Adaptation Summit 2021 via video link in Beijing. He said that climate change is the common challenge facing humanity, and its response requires accommodating both mitigation and adaptation. China has attached equal importance to mitigation and adaptation, Han said, adding that China is formulating a national strategy of adapting to climate change for 2035 and would make the country more resilient to climate risks. President Xi calls for multilateralism to light up way forward amid pandemic, recession

hinese President Xi Jinping on Monday expounded on China's stance over how to improve multilateralism against the backdrop of the COVID-19 pandemic and world economic recession, when attending his first international virtual gathering in 2021. "Every choice and move we make today will shape the world of the future," said Xi in his special address at the World Economic Forum (WEF) Virtual Event of the Davos Agenda. SOUNDBITE 1 (Chinese): XI JINPING, Chinese President "We remain convinced that winter cannot stop the arrival of spring and darkness can never shroud the light of dawn. It is important that we properly address the four major tasks facing people of our times. The first is to step up macroeconomic policy coordination and jointly promote strong, sustainable, balanced and inclusive growth of the world economy. The second is to abandon ideological prejudice and jointly follow a path of peaceful coexistence, mutual benefit and win-win cooperation. The third is to close the divide between developed and developing countries and jointly bring about growth and prosperity for all. The fourth is to come together against global challenges and jointly create a better future for humanity." SOUNDBITE 2 (Chinese): XI JINPING, Chinese President "The problems facing the world are intricate and complex. The way out of them is through upholding multilateralism and building a community with a shared future for mankind. We should stay committed to openness and inclusiveness instead of closeness and exclusion. We should stay committed to international law and international rules instead of seeking one's own supremacy. We should stay committed to consultation and cooperation instead of conflict and confrontation. We should stay committed to keeping up with the times instead of rejecting change." SOUNDBITE 3 (Chinese): XI JINPING, Chinese President "As China enters a new development stage, we will follow a new development philosophy and foster a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other. China will work with other countries to build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity. China will continue to take an active part in international cooperation on COVID-19. China will continue to implement a win-win strategy of opening-up. China to advance 150 key water conservancy projects: ministry

hina will accelerate its work on 150 major water conservancy projects in 2021, the Ministry of Water Resources said Monday. These projects involve emergency water supplies under the South-to-North Water Diversion Project, flood prevention in the lower reaches of the Yellow River and water supplies for the Xiong'an New Area, said E Jingping, minister of water resources, at a work conference. The ministry will ramp up credit support for such projects and encourage the use of special local government bonds and bank loans for fund-raising, the minister said. China unveiled a list last year of 150 major water conservancy projects, with 45 of them having been kick-started, according to the ministry. The country's investment in water conservancy hit an all-time high of 769.5 billion yuan (about 119 billion U.S. dollars) in 2020, up 6 percent year on year, data from the ministry showed. Boat dwellers find feet ashore | Stories shared by Xi Jinping

For generations, a group of people lived on boats in southeast China's Fujian Province. Their origins can be traced back to the ancient aborigines of southern China. SOUNDBITE 1 (Chinese): JIANG KUANQUAN, Secretary of Xipi Village Committee of the Communist Party of China "This is a renovated boat. Here's the place for fresh water. Fish and shrimp are in this cabin. Fishing gear and nets are placed in this cabin. The bedroom is in the middle." SOUNDBITE 2 (Chinese): JIANG KUANQUAN, Secretary of Xipi Village Committee of the Communist Party of China "A life of fishing. Very hard. No water, no power. It was inconvenient. Your boat could turn upside down in a storm. Living at sea for years, many suffered from rheumatism. They were also derogatorily referred to as "Quti," which literally means "bow-legged", as people couldn't stretch their legs in the narrow space of the boats." Some people tried to move ashore, but failed to sustain themselves. From 1988 to 1990, Xi Jinping worked as chief of the Communist Party of China (CPC) of Ningde Prefecture in Fujian. He often visited families that had lived in small wooden boats for generations, and would ponder on how to lift them out of poverty. After doing research, in 1997, Xi submitted a report to the CPC Fujian provincial committee, proposing resettling those living in thatched sheds and small boats. In 1998, he said, "Communist Party members must have no peace of mind, day and night, to see people living in such poor conditions." Due to Xi's proposal, in just three years from 1998 to 2000, 65 resettlement sites were built in Ningde. As a result, more than 15,000 people bid farewell to their boat homes. SOUNDBITE 3 (Chinese): LIU DEZHU, Resident of Xipi Village "This is my home. Please come in and take a look." SOUNDBITE 4 (Chinese): LIN AIZHEN, Resident of Xipi Village "I'm very happy to have an apartment. My son is also happy." SOUNDBITE 5 (Chinese): LIU DEZHU, Resident of Xipi Village "This is my wife. This is my son." SOUNDBITE 6 (Chinese): LIU DEZHU, Resident of Xipi Village "These are all my oysters, more than 10,000 bunches. I've farmed oysters for five or six years and earn more than 100,000 yuan (15,500 U.S. dollars) a year. (This string) weighs more than 10 kilograms." The village has promoted aquaculture, maritime transportation, and product processing while attracting investment to create jobs. As of early 2014, all 25,000 boat people in Ningde had come ashore, with many living in Xipi Village and Xiaqi Village. They now have easy access to housing, health care and education, among many other public services. Jiang Xu is one of the beneficiaries. SOUNDBITE 7 (Chinese): JIANG XU, Sales director in Fuzhou "I graduated from the China University of Political Science and Law and returned to Fuzhou in 2007. I now work for an internet firm. How was I able to go to university? Apart from my own efforts, I have to say the living and education conditions of the boat people have greatly improved since moving ashore. I've settled in Fuzhou myself, with a child in the top class of a kindergarten. We do paper-folding and draw during our spare time. I hope that more boat people will go to college and break the chain of poverty through education, making their lives better." Voice of Chinese President Xi Jinping "This is a society to be enjoyed by each and every one of us; on the march toward common prosperity, no one must be left behind." SOUNDBITE 8 (Chinese): FU HUIFANG, Fujian Normal University "President Xi Jinping personally helped with the resettlement of the boat people. The local government also formulated a proper poverty alleviation policy based on local conditions. From getting rid of poverty to becoming a moderately prosperous society, it has condensed the wisdom, hard work and unremitting efforts of the majority of cadres and people, and it has also spurred us to advance bravely on the new journey of fully building a modern socialist country." VIDEO: Hilarious SHRIEKING DOG Steals Hearts On TikTok In Viral Video

**NO New York Post** Story from Jam Press (Shrieking Dog) // Pictured: Whitney Lawson’s dog Ginger shrieks at her. // Hilarious SHRIEKING DOG steals hearts on TikTok in viral video // A dog has been caught on camera revealing that pets are just as bored as humans in lockdown, hilariously shrieking at its owner – seemingly to release tension. Ginger, a four-year-old pug mix, was filmed by owner Whitney Lawson, 41, at home in Calgary, Canada, hysterically screaming and we can all relate to the frustration right now. The funny clip has racked up over 100,000 views so far, since being uploaded to social media on Friday. “I discovered Ginger made these unusual cries shortly after adopting her and have been trying for years to capture this on video," said Whitney, who rescued the pug from an animal shelter. “I usually don’t capture it because I am so shocked when she makes these noises that by the time I get my camera out, she then stops. “Last Saturday, she and I were doing the usual cuddle on the couch together, watching a movie, and she jumps off the couch and looking me straight into my eyes starts belting out her banshee cry while I am looking at her. "It made for the perfect opportunity for me to capture this on film, so glad I did! “She typically makes this 'banshee-like cry whenever I leave her, she really doesn’t like to be without her mom. “She is definitely a momma’s little girl.” Whitney, a facilities coordinator, explained that Ginger is reaping the rewards of the pandemic by having her mum home a lot more in lockdown but also wonders if the extreme outbursts are another reaction to being cooped up inside. She said: “I wish I knew why she does half of the things she does. “Normally, she makes this cry when I leave her to go out or when I go into the shower and she can’t see me or if she discovers I am not in the same room as her, but this was a different story. “I found it so funny because a piece of me could relate to her. “There are so many things going on in the world around us that are challenging and a part of me felt like she was releasing how she feels." The video has prompted Whitney to start her own TikTok page, where she hopes to give people more glimpses of her dog's quirky personality – as people can't get enough of her shrieking pooch. "I feel the same way," wrote one fan. "That's not a dog," added someone else. "That sounds like a screeching for help," wrote a third person. "He's broken," added someone else. country : Canada location : Calgary

VIDEO: Watch As Clever Pet Pig OPENS FRIDGE To Munch On Bunch Of Grapes In Adorable Video

**NO New York Post** Story from Jam Press (Pig Opens Fridge) Pictured: Albert Einswine the pet pig opens the fridge door to grab a tasty snack. // Watch as clever pet pig OPENS FRIDGE to munch on bunch of grapes in adorable video // A pet pig has been caught red-handed – opening the fridge door to grab a bunch of grapes in an adorable video. Kaitlyn Frazier, 29, from Illinois adopted her porker Albert Einswine in May 2018, back when he was just a piglet. The cheeky animal loves watermelon, strawberries and peanut butter, but will eat just about anything – and will always find a way to get his treat. Albert even knows how to open the refrigerator door to munch on snacks when he feels peckish, having been captured in a video doing just that. Kaitlyn was surprised to find her pet pig grabbing himself a bunch of grapes – as he tried it over and over, as it seems Albert's hunger knows no bounds. “I normally give Albert snacks right out of the fridge so he watches me all the time,” Kaitlyn, who works as an optician, told Jam Press. “It never occurred to me that he would open the fridge until I was making breakfast and heard the fridge door open. “I thought it was my fiancé and was very surprised when I turned around and it was Albert helping himself to some grapes. “So, I closed it and got out my phone because who seriously would believe a pig could do that. I figured it was a fluke. “After I got him on video, it’s like it completely clicked how to open the fridge for him. “He tries to all the time now. “I had to go buy a baby lock that day because he would just constantly go to the fridge and open it.” The mischievous pig also sneaks his way into any open cupboards and shreds up paper towels when his owner isn't looking. Kaitlyn added: “Albert loves to open any cupboard that’s not baby locked because he’s a stinker. “Sometimes I forget to lock the ones where we store our paper towels and he loves to run off with those and shred them when I’m not looking. "Albert also loves sunbathing and has a favourite chair that he lays in. “I take a picture every year to compare how big he’s gotten. He’s actually outgrown his chair now so it can’t fold but that doesn’t stop him from laying in it.” If Kaitlyn oversleeps, Albert never fails to wake her up in the morning with a loud snort to let her know it's time for breakfast. He stays glued to her side most of the day and loves snuggling up next to his owner. Kaitlyn said: "A typical day in the life of Albert includes breakfast at 8am. "He will loudly let me know if I’ve overslept and missed that. "Then I’m off to work so he stays in his own room where he has a rooting mat, a toy piano, stuffed animals and other toys to keep himself entertained until I get home. "He has free roam of the house when I get home but he’s usually glued to my side. "If I’m in the kitchen, he’s in the kitchen. If I’m on the couch, he’s there snuggling next to me. “He usually puts himself to bed around 10pm after a little late night snack and sleeps through the night.” Despite his mischievous behaviour, the optician absolutely loves her pet pig for his joyful and energetic personality, as there is never a boring day in her household. She added: “I feel like he’s always getting himself into trouble somewhere but I absolutely love him. “We moved a few months ago and bought a house with a big backyard for him to run around in so I’m looking forward to spring and seeing what adventures he will get into next.” Albert was an instant hit after Kaitlyn shared the video on Facebook, with people calling him a "hero". "Albert bring me a beer please," one person joked. Another person commented: "Lmao that's what happens when you name him Albert Einswine lol, I found that pets tend to turn out exactly how they were named somehow lol." "Well, he's definitely named Albert Einswine for a reason, what a smart boi," [sic] someone else agreed. country : United States of America location : Illinois City

VIDEO: Woman Earns $25,000 From ONE Tiktok Video Of Herself ‘Teaching People How To Jump’ With Big Breasts

*NO NY POST* Woman earns $25,000 from ONE TikTok video of herself ‘teaching people how to jump’ with big breasts. A woman has gone viral for a video of herself jumping up and down on TikTok – earning $25,000 for just one post. Influencer Katiana Kay, 18 from Miami, has cashed in big time after a fan asked her to "teach them how to jump" when you have big breasts. Happy to oblige, Katiana shared a tongue-in-cheek clip to show off just how to do the basic task and has earned herself a nice pay check in the process. “The video was super candid, not much thought was put into it,” Katiana told Jam Press. “People always comment and ask me to jump, obviously to see my t**s jiggle. “So I figured it would be comical to make a TikTok about it – and I was smiling and happy the whole time.” In the clip, Katiana can be seen explaining to the camera exactly how to jump, just before she takes a leap. Although she has an impressive following of 1.3million fans across Instagram (@katianakay) and Tiktok (@secretkatiana), the influencer was still surprised when she went viral. She said: “I just remember being on my TikTok Live and within seconds I went from 100-ish viewers to over 2,000 – and it kept going! “I was bullied my whole life for having big boobs, so I guess I feel happy now that people like them. “I obviously made this as a thirst trap. But I had no clue how big it would get.” The video has so far racked up over 600,000 views and fans love the cheeky jump. "What about jumping jacks," wrote one fan, who wanted to see a more advanced jump. "And I'm going to see this in slow motion, thanks a lot," added someone else. "Thanks I now know how to jump," wrote another person. A fourth person added: You can teach me everything you want." Katiana is happy to entertain her fans but also knows that social media can often contribute to mental health issues – so gives herself time off from being on her phone now and then. She said: “Even though it’s my job to be engaging for people through their screens, I know more than most how bad these devices and social media can be to your mental health and happiness. “Being on social media all day makes you constantly compare yourself and your life to others. Comparison is the killer of happiness. “That’s why I encourage people to put their phones down. “They will be happier if they spend time with their friends, family, and loved ones. “This is the message that I ultimately want to be spreading with my platform, for people to reconnect. “But sometimes you just have to flaunt your curves!” country : United States of America location : Miami

Deciding to demonstrate, Russell sat on the edge of his bath tub, dressed up in some beach wear, goggles, and using a backpack as a makeshift oxygen tank, he explained that the reason why scuba divers fall backwards is because if they were to fall forward, they would still be in the boat. UN chief asks for efforts to promote education for all

UN Secretary-General Antonio Guterres on Sunday called for efforts to promote education for all. In a video message to mark the International Day of Education, Guterres paid tribute to the resilience of students, teachers and families in the face of the COVID-19 pandemic, which, at its peak, forced almost every school, institute and university to close its doors. SOUNDBITE (English): ANTONIO GUTERRES, UN Secretary-General "I pay tribute to their resilience in the face of a pandemic that, at its peak, forced almost every school, institute and university to close its doors. Although this disruption has led to learning innovations, it has also dashed hopes of a brighter future among vulnerable populations. All of us pay the price. After all, education is the foundation for expanding opportunities, transforming economies, fighting intolerance, protecting our planet and achieving the Sustainable Development Goals. As the world continues to battle the pandemic, education - as a fundamental right and a global public good - must be protected to avert a generational catastrophe. Even before the pandemic, some 258 million children and adolescents were out of school. The majority of them are girls. More than half of 10-year-olds in low- and middle-income countries were not learning to read a simple text. In 2021, we must seize all opportunities to turn this situation around. We must ensure the full replenishment of the Global Partnership for Education fund, and strengthen global education cooperation. We must also step up our efforts to reimagine education - training teachers, bridging the digital divide and rethinking curricula to equip learners with the skills and knowledge to flourish in our rapidly changing world. Let us commit to promote education for all - today and every day." Xinhua News Agency correspondents reporting from the UN Headquarters. (XHTV)
