SOVIET UNION: DEMONSTRATION IN MOSCOW PROTEST AGAINST TRANSITION TO FREE MARKET CAUSING FOOD SHORTAGES/U.S. FOOD AID ARRIVES IN CITY
Date:DECEMBER 22, 1991 Large crowds of demonstrators gathered in Moscow on Sunday (December 22) to protest against the official transition from central planning to a free market, which has led to food shortages and widespread hardship. The protesters condemned the liberalisation of prices starting on January 1 and waved red flags and pictures of the founder of the communist Soviet Union, Vladimir Lenin. The leader of the Liberal Democratic Party, Vladimir Zhirinovsky, told the crowds that the situation would not improve after the signing of the commonwealth agreement at Alma-Ata. Zhirinovsky said all the people could hope for was Russian President Boris Yeltin's New Year's Eve address, while they were starving at home and had nothing to put on their tables. A plane-load of United States (U.S.) food aid, spare supplies from the Gulf War campaign which ended in February, has arrived in Moscow. About 70 tonnes of bread, rice and other staples, worth 400,000 U.S. dollars, was to provide emergency relief as supplies of food dwindle in the shops. Washington last week approved 165 million dollars in food aid for the Soviet Union, expected to be delivered by the end of the year. SOVIET UNION: ELEVEN SOVIET REPUBLICS FORM A NEW COMMONWEALTH OF INDEPENDENT STATES AND TELL SOVIET PRESIDENT MIKHAIL GORBACHEV THAT THE SOVIET UNION AND HIS JOB NO LONGER EXIST Date:DECEMBER 21, 1991 Eleven Soviet republics formed a new Commonwealth of Independent States on Saturday (December 21) and told President Mikhail Gorbachev that the Soviet Union and his job no longer existed. The 11 leaders signed the agreement at a historic meeting hosted by Kazakh President Nursultan Nazarbayev in his capital, Alma-Ata, as pro-communist demonstrators protested outside. Soviet Defence Minister Yevgeny Shaposhnikov was appointed temporary head of the armed forces until the leaders meet again to set up a permanent defence structure on December 30. Ukrainian President Leonid Kravchuk read out the text of the protocol at a news conference after the signing ceremony. Russian leader Boris Yeltsin told reporters the 11 leaders had taken "the appropriate decisions" on Gorbachev's future, based on the Soviet leader's expressed intention to step down shortly. He said Gorbachev would be treated with "proper respect" and that he should resign with dignity this month. Nazarbayev said the 11 republican leaders had agreed that Russia would represent the commonwealth at the United Nations. The commonwealth, originally launched on December 8 by Russia, Ukraine and Byelorussia, will now also embrace Kazakhstan, Moldova, Armenia, Azerbaijan and the four Central Asian republics of Uzbekistan, Tajikistan, Kyrgzstan and Turkmenistan. The 12th republic, Georgia, sent observers to the meeting. SOVIET UNION: LEADERS OF 11 REPUBLICS AGREE AT ALMA-ATA TO FORM COMMONWEALTH OF INDEPENDENT STATES TO REPLACE SOVIET UNION/RUSSIAN PRESIDENT YELTSIN SAYS MOST IMPORTANT THING IS THE INDEPENDENCE OF EVERY STATE WITHOUT A DICTATORSHIP Date:DECEMBER 21, 1991 Leaders of 11 republics agreed on Saturday (December 21) to form a Commonwealth of Independent States to replace the Soviet Union. They also agreed in the Kazakh capital, Alma-Ata, that Russian President Boris Yeltsin should be the key figure in controlling the huge Soviet nuclear arsenal. But they bound him to consult the leaders of the three republics with nuclear weapons sites, Ukraine, Byelorussia and Kazakhstan, before launching any strike. The Soviet Defence Minister, Marshal Yevgeni Shaposhnikov, was made temporary commander-in-chief of unified commonwealth forces. He said he was given the task of working out the general principles of the central command and presenting them tot he commonwealth's coordinating centre by the end of the year. Russian Foreign Minister Andrei Kozyrev confirmed that Yeltsin would control all commonwealth nuclear arms. On his return to Moscow, Yeltsin said the most important thing was the independence of every state, without the centre, without any dictatorship. Asked about money in the commonwealth, he said the rouble would remain the common currency until further agreements. He said each state would be free to pursue its own economic policy.
