砲撃が激化しているため、ルハンスクの住民に避難が呼びかけられている=ウクライナ
Residents of Lysychansk, a city in Luhansk Oblast, were ordered to evacuate as Russian troops surrounded and extensively shelled the city on June 15. "Evacuation is extremely difficult, because the shelling does not subside," said Luhansk Gov Serhiy Haidai in a Telegram post. This footage, recorded by Current Time/RFE/RL, shows two journalists interviewing residents and urging them to evacuate for their own safety. But many could not be convinced to leave and gave their own reasons for choosing to stay. "I won't risk taking my children somewhere else. They have had enough," said a mother as shelling was heard in the background. Credit: Current Time/RFE/RL via Storyful ( Original Title: Luhansk Residents Urged to Evacuate as Shelling Intensifies )

Drone footage released on Tuesday, May 17, showed military personnel leaving the Azovstal steel plant in Mariupol, according to an official from the Donetsk People's Republic (DNR), one of the Kremlin's two proxy governments in east Ukraine. The footage, posted by the commander of the Vostok Battalion of the People's Militia of the DNR, Alexander Khodakovsky, shows a number of people walking along a road near the Azovstal plant carrying people on stretchers. The location is close to where further footage, verified by Storyful, showed injured Ukrainian troops being searched and treated. The Ukrainian defense ministry said on May 16 that 264 people were evacuated through a humanitarian corridor, at least 53 of whom were said to be seriously injured military personnel. The evacuees were moved to Russian-occupied Novoazovsk and Olenivka in Donetsk Oblast, according to Ukraine's Deputy Defense Minister Hanna Malyar. Malyar said an exchange for the evacuees would take place. Efforts to evacuate remaining troops continued on May 17, Malyar said. "People of course gathered at the agreed meeting points, but few of them got onto the buses," Donetsk regional governor Pavlo Kyrlenko told Reuters. ウクライナ海兵隊司令官がSNSにビデオメッセージを投稿 マリウポリの製鉄所に避難している女性や子どもたちを第三国に避難させるよう最後の嘆願
The commander of a marine unit made a last-ditch plea for Ukrainian women and children sheltering in the Azovstal steel plant to be evacuated to a third country as the Russian deadline to surrender Mariupol loomed. Major Serhiy Volyna, commander of the 36th Separate Marine Brigade, posted a video message to Facebook on April 20, pleading for the military personnel and civilians to be extracted to a third country. "This is our appeal to the world … we are probably facing our last days, if not hours," Volyna said, according to a translation posted with the video. Volyna said Ukrainian forces were outnumbered 10 to one by the Russians, and were only defending the steel plant. Unverified video of women and children said to be in bunkers beneath the Azovstal plant in Mariupol has circulated in recent days. Volyna said there were more than 500 wounded people and "hundreds" of civilians sheltering in the building. Moscow has given the Ukrainian forces several deadlines to surrender the plant and leave without their weapons. The latest was set to expire at 2 p.m. Moscow time (11 a.m. GMT) on April 20. "We appeal to all word leaders to help us," and extract the marines and civilians to a third-party state, he said. Volyna tagged US President Joe Biden, UK Prime Minister Boris Johnson, and Turkish Prime Minister Recep Tayyip Erdogan in the Facebook post. The commander previously appealed to Pope Francis to help evacuate civilians from Azovstal. ゴーストタウンと化したウクライナ東部マリンカの街の様子
This Ukrainian town in the Donetsk region was deserted on Thursday (April 14) as Russia shifted its offensive to eastern and southern regions. Marinka, a town which lies 30 km west of the separatist stronghold of Donetsk and remains under the control of Ukrainian troops, has seen heavy shelling since Russia launched its assault Ukraine on February 24. A ragged Ukrainian national flag fluttered on an administrative building with blown out windows. Debris littered the streets and craters from shells could be seen. Local authorities had called on local residents to evacuate from the area amid threats of intensified shelling. Ukrainian Deputy Defence Minister Hanna Malyar said on Thursday Russia was massing troops not only along the Russia-Ukraine border, but also in Belarus and Moldova's breakaway Transdniestria region. Moldova's government separately accused Russia's army of trying to recruit Moldovans. Moscow's foreign ministry did not immediately respond to a request for comment. Authorities in Transdniestria, which borders southern Ukraine, on Monday denied Russia was preparing forces there to threaten Ukraine. The Kharkiv, Donetsk and Zaporizhzhia regions in the country's east were being hit by missile strikes, Malyar said. It is one of the twenty-eight dogs at a humanitarian aid centre in Zaporizhzhia, where children draw, sing nursery rhymes, play with dogs and receive psychological support. "The child's psyche is very vulnerable to the war going on right now. They are worried because of it. Some children are very scared," a volunteer at the centre Olga Pivtoratska told Reuters. "We help them to adapt to the fact that it is quiet here in Zaporizhzhia, that there are no explosions, nothing to remind them of what they went through." Thousands of displaced Ukrainians have been arriving at the Zaporizhzhia region after fleeing the raging fighting in Eastern Ukraine. Some 2,671 civilians had been evacuated from front line areas on Tuesday (April 12), including 208 residents of Mariupol, 328 people from the Luhansk region and 2,135 from various cities and towns in the Zaporizhzhia region, according to the latest numbers released by the Ukrainian Prime Ministry. As the children healed their physiological wounds with Yevsei, another dog, Maylo who is usually afraid of the short trip to the vet, has arrived at the same humanitarian centre after travelling hundreds of kilometres from eastern Ukraine to flee bombardment. His 20-year-old owner Daniil Savchenko, said the trip lasted seven hours. "So, we came with my mother from Berdiansk. Actually, right now there are Russian soldiers all around the city. We are quite afraid of it. I would actually go (join) to the army if not my mom because I don't want to let her live without me," he said. Russia's invasion of Ukraine has killed thousands and displaced millions. Moscow calls its actions a "special military operation" aimed at destroying Ukraine's military capabilities and capturing so-called "dangerous nationalists", but Ukraine and the West say Russia launched an unprovoked war of aggression. On Thursday (April 14), Ukraine's Deputy Prime Minister Iryna Vereshchuk said nine humanitarian corridors had been agreed upon, to evacuate civilians, including by private cars from the besieged city of Mariupol. Other evacuation routes are from Berdiansk, Tokmak and Enerhodar, and ones in the eastern Luhansk region will operate if occupying Russian forces stop their shelling, Vereshchuk added in a statement. Residents in Ukraine's eastern city of Sloviansk boarded trains to safety on Monday (April 11). Ukrainian President Volodymyr Zelenskiy said on Monday thousands of Russian troops were massing for a new offensive in the east, and Russia said it would not halt its military operation in Ukraine for any further peace talks. Calls by Ukrainian officials for civilians to flee gained more urgency after a missile strike hit a train station on Friday (April 8) in the city of Kramatorsk, in the Donetsk region, that was full of people trying to leave, resulting in at least 57 victims. Donetsk region governor Pavlo Kyrylenko said on Sunday (April 10) 109 people were wounded in the attack, which Ukraine has blamed on Russia. Moscow has denied responsibility, saying the missile was Ukrainian. The invasion - which Russia calls a "special military operation" - has left a trail of death and destruction that has drawn condemnation from Western countries and triggered concern about Russian President Vladimir Putin's broader ambitions. About a quarter of Ukraine's 44 million population have been forced from their homes, cities turned into rubble, and thousands of people have been killed or injured - many of them civilians. Drawings in a makeshift classroom in Athens tell the story of Ukraine children who escaped conflict - tanks, bombs, burning buildings, and bodies on the ground. In a small apartment that now functions as a school and haven for dozens of young Ukrainians and their mothers who fled the invasion, psychologist and teacher Regina Nasretdinova tries to heal their wounds through art therapy. "From (the) first time when I saw them they were scared a lot. Now they are not, because they are in a safe place and they have, I think they have everything to feel comfortable," says Nasretdinova, who has been in Greece for eight years since leaving Crimea and works at the school, which before the conflict, was as a Saturday school for Ukrainian children born in Greece to learn the Ukrainian language. The school is now struggling to cope with more than 40 refugee students, run by volunteers and their own funds several days a week, and the phones keep ringing. The drawing which shocked her most, says Nasretdinova, was by a seven-year-old boy, depicting Ukrainian soldiers killing Russian President Vladimir Putin. "I ask why draw Putin? Why you don't draw something else?" Nasretdinova said. "Because - he told me - he stole my childhood, he stole my normal life." Nasretdinova gathers the children in a circle on the floor to talk about their drawings. She describes how another sketch, of a Ukrainian tank by a 13-year-old boy, depicts his feelings to seek safety inside the tank. "He is 13 years old, but he is like five years (old) in him because he wants to hide from all this situation. He wants to sit in this tank, in (the) Ukrainian tank, and don't see it, don't feel it, what he feels now," she says. "They want to hide emotion, they want to forget about it…they want to hide this because it's so traumatic period in their life…it's like abuse," she adds. Sometimes, even she is overwhelmed by what she hears, says Nasretdinova. "I heard about the war when I was a child and I thought we would never see it, and when I hear all these stories how people died, from (the) kids, how they saw bombs, everything, this broke me, to be honest...every time after them, I have my meeting too with my psychologist, because for me it's hard too," she said. Besides drawing, the children, of various ages, also keep busy making crafts. "(This) school is very cool, it's probably the best school I've ever been to! " says 10-year-old Kostyantyn, in Greece with his mother and brother, while his father stayed behind. Three of the teachers at the school are also refugees. "It's very hard. My soul is broken," says Yulia Maksymova, a teacher from Odesa, who is in Greece with her 10-year-old daughter. "But I'm happy that I can help the children." Her husband stayed to volunteer with Ukraine's territorial defense forces. "I am strong. I must live for her. I must be happy. When happy mother, happy her child," says Maksymova. Since February over 1.5 million children have fled Ukraine, which Russia calls a special operation, in Europe's fastest-growing refugee crisis since World War Two. A third of the 16,000 Ukrainian refugees in Greece are children. 砲撃が続くマリウポリから避難することを決めた男性のインタビュー
Mariupol resident Oleksandr Bezimov said when the area where he sheltered in the basement together with his family came under shelling, he realised it was time to go. "When the artillery sound is non-stop, when planes fly over all night and bombard the city, it is very loud, it feels very nervous," he told Reuters in Lviv, the city in western Ukraine where hundreds of thousands of Ukrainians are seeking refuge away from the frontline of the war. Some 400,000 people have been trapped in the strategic port city of Mariupol for over two weeks, sheltering from heavy bombardment that has severed central supplies of electricity, heating and water, according to local authorities. Russia denies bombing residential areas or targeting civilians. Together with his wife and stepdaughter, Bezimov, 57, escaped Mariupol on March 17. It took them two days to get to western Ukraine. Bezimov said he could never imagine seeing his city in ruins. "The outskirts of the city were simply destroyed. And then I realised there were no safe places in the city anymore." Bezimov filmed some of the devastation himself, showing a fire burning through an apartment building with debris surrounding it before he fled the city. Mariupol has seen heavy bombardment, with officials estimating that 80% of the city's homes had been damaged. A powerful airstrike hit a theatre on Thursday (March 17), trapping thousands in makeshift bomb beneath it, Ukrainian authorities said. Mariupol is seen as a strategic prize for the Russian invaders to create a bridge between Crimea, annexed by Moscow in 2014, and two separatist enclaves in eastern Ukraine. UKRAINE WAR MARIUPOL DAMAGE Mariupol residents escape besieged, destroyed city Residents of the besieged Ukrainian city of Mariupol continue to try to escape Russian shelling which has been going on for days. While fighting in the city continues, people started to evacuate on Thursday through the district controlled by the forces of the self-proclaimed People's Republic of Donetsk. Mariupol residents have no light, gas, water or communications. Stores are destroyed or burned down, and people are trying to get hold of what's left in the city's food warehouses. Rescuers are also searching for survivors in the ruins of a Mariupol theatre blown apart by a Russian airstrike. Hundreds of civilians had been taking shelter in the theatre after their homes were destroyed in three weeks of fighting in the southern port city. Nearly a day after the airstrike, there were no reports of deaths. With much of the city cut off from the flow of information, there were also conflicting reports on whether anyone had emerged from the rubble.

ルガンスク州の住民たち バスで「緑の回廊」から避難
A line of buses carrying civilians was seen in Luhansk, eastern Ukraine, on Monday, March 14, as evacuations continued in the region amid Russian attacks. Monday was the sixth day of official evacuations after so-called "green corridors" were established for safe passage from towns in war-torn areas of the country including Kyiv, Luhansk, Mariupol, and Enerhodar. Another evacuation for Luhansk residents was planned for Tuesday afternoon, a Ukrainian official said on Monday, as ongoing attacks continued to plague the region. ロシア軍から空爆を受けたマリウポリの産科病院=ウクライナ
A Russian airstrike devastated a maternity hospital Wednesday in the besieged port city of Mariupol and injured at least 17 people, Ukrainian officials said, amid growing warnings from the West that Moscow’s invasion is about to take a more brutal and indiscriminate turn. The ground shook more than a mile (1.6 kilometres) away when a series of blasts slammed into the Mariupol complex, blowing out windows and ripping away much of the front of one building. Police and soldiers rushed to scene to evacuate victims, carrying out a heavily pregnant and bleeding woman on a stretcher. Another woman wailed as she clutched her child. In the courtyard, mangled cars burned, and a blast crater went at least two storeys deep. President Volodymyr Zelenskyy wrote on Twitter that there were “people, children under the wreckage” and called the strike an “atrocity.” Video shared by Zelenskyy showed cheerfully painted hallways strewn with twisted metal. Ukrainian civilians began leaving two besieged areas on Tuesday (March 8) after Russia opened "humanitarian corridors" for them, but Kyiv said Russian forces had shelled an evacuation route from the port city of Mariupol. Soon after residents began leaving the northeastern city of Sumy and the town of Irpin near the capital Kyiv, foreign ministry spokesperson Oleg Nikolenko reported shelling near Mariupol. There were no immediate reports of any casualties and Nikolenko gave no other details. Russia did not immediately comment on Nikolenko's remarks. Civilians have been trapped by fighting since Russian troops invaded Ukraine on Feb. 24, and officials say food, water and other supplies have been running low in some cities. Humanitarian corridors from Mariupol failed on Saturday and Sunday, with each side accusing the other of continuing to fire. People trying to flee Irpin on Sunday were caught in Russian shelling, Reuters witnesses said, and a former mayor warned of a "humanitarian catastrophe" in the area. Some 2 million refugees have already fled Ukraine to other countries, Filippo Grandi, the head of the United Nations refugee agency, said. ウクライナ、ロシアの砲撃が東部都市からの避難を妨げていると発表 ポーランドに着いた避難民
Russia and Ukraine traded blame over the failure to provide safe passage to civilians fleeing the two bombarded cities, on the 10th day of a war that has fuelled Europe's biggest humanitarian disaster in decades. The war, which began with Russia's invasion on Feb. 24, has sent nearly 1.5 million refugees fleeing westward into the European Union and provoked unprecedented international sanctions on Moscow and warnings of a global recession. The Russian defence ministry said its units had opened humanitarian corridors near the cities of Mariupol and Volnovakha, which have been encircled by its troops. But in Mariupol, the city council said Russia was not observing the ceasefire and asked residents to return to shelters and await further information on evacuation. The International Committee of the Red Cross said it understood that evacuations of civilians from both Mariupol and Volnovakha would not start on Saturday (March 5). Aid agencies have warned of a humanitarian disaster across the country. The number of refugees could rise to 1.5 million by the end of the weekend from a current 1.3 million, said the head of the United Nations refugee agency. Women and children crossed at the Medyka checkpoint in southeastern Poland in freezing conditions. A man crossing the other way yelled at the crowd that men should return to Ukraine and fight. Ukraine says Russian forces have focused efforts on encircling the capital Kyiv and the second-biggest city, Kharkiv, while aiming to establish a land bridge to Crimea. Kyiv, in the path of a Russian armoured column that has been stalled outside the Ukrainian capital for days, was again under attack, with explosions audible from the city centre. U.S. Secretary of State Antony Blinken, on a visit to Poland, discussed security and humanitarian assistance with top officials there. Poland has taken in the vast majority of Ukrainian refugees. Russian forces have made their biggest advances in the south, where they captured their first sizeable Ukrainian city, Kherson, this week. On Saturday, a crowd marched through the streets of the city of 250,000 people, waving Ukrainian flags and shouting "Kherson is Ukrainian!" as Russian troops stood by. EDITORS PLEASE NOTE: QUALITY AS INCOMING People in Kharkiv, Ukraine's second-biggest city, took shelter from expected Russian airstrikes in a metro station on Thursday (February 24). Oleksandr, a bus driver who did not give his surname, said the army had told civilians to gather there. Speaking outside a metro station, he said: "My wife called and said they started bombing us," adding that he was too scared to drive anywhere. People gathered below ground in the metro station with luggage, children, and pets after Moscow mounted a mass assault by land, sea, and air in the biggest attack on a European state since World War Two. Fierce fighting was taking place in the regions of Sumy and Kharkiv in the northeast, Kherson, and Odessa in the south, and at a military airport near the capital Kyiv, an adviser to the Ukrainian presidential office said. Ukraine's military said it had destroyed four Russian tanks near Kharkiv, killed 50 troops near a town in the Luhansk region, and downed six Russian warplanes in the east. Russia denied reports its aircraft or armoured vehicles had been destroyed. Russian-backed separatists claimed to have downed two Ukrainian planes. Ukrainian media reported that military command centres in Kyiv and Kharkiv had been struck by missiles, while Russian troops had landed at Odessa and Mariupol. Long lines of cars formed on the roads leading out of the capital Kyiv on Thursday (February 24) after Russian forces invaded the country by land, air and sea, confirming the worst fears of the West with the biggest attack by one state against another in Europe since World War Two. "I will take my children away and return, we will fight this off , Ukraine will win, no matter what," Aleksander, one of the drivers heading out of Kyiv with his kids at the back of the car said. "We hoped it will not happen. It is unthinkable that a sane man would make such a decision," Sergey, another drives said adding he felt confused and horrible when he realised the country was being invaded. Despite pessimism, most remained defiant. "The Russian Federation will not stop what they have started... they will do whatever they can to destroy us and our nation but we will not let them do it," a passenger in one of the cars said. Russian missiles rained down on Ukrainian cities. Ukraine reported columns of troops pouring across its borders into the eastern Chernihiv, Kharkiv and Luhansk regions, and landing by sea at the port cities of Odessa and Mariupol in the south. Explosions could be heard before dawn in the capital Kyiv. Gunfire rattled, sirens blared across the city and the highway out became choked with traffic as residents tried to flee. Alexander Bazhanov fled his home in eastern Ukraine with his wife and young child, taking only what they could carry and walking the final part of their journey to cross the Polish border on Thursday (February 24) after Russian troops launched an invasion. "I don't have any feelings other than that I am very scared," Bazhanov told Reuters at the pedestrian border crossing in Mekya, located about 400 kilometres (248.5 miles) from the Polish capital Warsaw. "I will visit my father in Spain but I don't have any money and I don't know how I will do that." Bazhanov expects "total war" to break out in Ukraine following Russian attacks in the morning. Russian forces fired missiles at several cities in Ukraine and landed troops on its coast, officials and media said, after President Vladimir Putin authorised what he called a special military operation in the east. Central European nations that share a border with Ukraine, including Romania, Slovakia, Hungary and Poland, have for weeks braced for an expected flood of refugees searching for sanctuary within the European Union. Some Ukrainians entering the Polish border town where lines to enter the European Union grew during the morning said they decided to flee because they believed Russia could push far into Ukraine. Russia has demanded an end to NATO's eastward expansion and Putin repeated his position that Ukrainian membership of the U.S.-led Atlantic military alliance was unacceptable. Putin said he had authorised military action after Russia had been left with no choice but to defend itself against what he said were threats from modern Ukraine, a democratic state of 44 million people. ロシア軍の攻撃を受けポーランドに避難したウクライナ人たち
Pixie and her boyfriend Blake arrived at the Polish border crossing early on Thursday (February 24) after Russian forces invaded Ukraine by land, air and sea in the biggest attack by one state against another in Europe since World War Two. "I just can't believe someone could be so evil," Pixie, an Australian-American of Ukrainian descent, said tearfully to Reuters. Blake said the two were able to make it into Poland "by the grace of God". They said they did not know what their next steps would be but would seek assistance from the U.S. government. They said COVID-19 entry requirements to Poland should be relaxed to accommodate the number of people who might flee from Ukraine. "There's going to be a lot of people coming today and in the next few days" Blake said. The couple urged the international community to give their full support to Ukraine and for Ukraine and its citizens to stay strong. Cars and trucks waited at the border checkpoint as people crossed on foot carrying their suitcases with them. Russian missiles rained down on Ukrainian cities and Ukraine reported columns of troops pouring across its borders into the eastern Chernihiv, Kharkiv and Luhansk regions. Russian troops also landed by sea at the port cities of Odessa and Mariupol in the south. Explosions were heard before dawn in the capital Kyiv, a city of 3 million people. Gunfire rattled, sirens blared, and the highway out of the city choked with traffic as residents fled. Black smoke rose over the headquarters of Ukraine's military intelligence after an explosion in Kyiv near midday. The assault followed weeks of fruitless diplomatic efforts by Western leaders to avert war and realised their worst fears about Russian President Vladimir Putin's ambitions. クリミア半島から避難する人々
A heightened state of alert was introduced in Crimea on Thursday (February 24) as Russia started military operations against Ukraine, the Interfax news agency reported. Some of the residents from the towns near the border area with Ukraine were evacuated to the south towards the centre of the peninsula. "Measures have been taken to help those who want to leave these settlements for the centre of Crimea. Nothing threatens the life and health of Crimeans. If there was such a threat, appropriate decisions would have been made immediately," the head of the region Sergey Aksyonov said in a statement reported by news agencies in Russia. ウクライナ・ドネツクの住民インタビュー ロシアの攻撃に避難へ
Residents in eastern Ukraine waited at a train station on Thursday, February 24, as Russia continued attacks on the country. Footage captured by Radio Free Europe/Radio Liberty (RFE/RFL) shows scenes in Kostiantynivka, an industrial city in the Donetsk region of eastern Ukraine. The translation below was provided by RFE: Reporter: Did you make plans to leave long ago, or was this spontaneous? Woman: For me it was spontaneous. Reporter: When did you decide? Woman: When we read that war had started. I am from a frontline town, Toretsk, so I've been through these horrors before. So I grabbed what I could quickly. Reporter: What did you take? Woman: Some clothes, some food. I left behind some meat I was frying in a pan. Reporter: Where are you going? Woman: To relatives in Kyiv, and then I don't know. Reporter: You know it's not safe there now? Woman: Yes. We're going to relatives. Then maybe to Lviv. I don't know. Reporter: Do you know for how long? For a month or two? Woman [crying]: I don't know. It's horrible. I've had enough of this mess. People say Poland will take refugees. We just need to get there. PART 2 Husband: When we saw there were armed troops in the town, when my family came and said there were tanks in Bakhmut, even though those were Ukrainian tanks, I immediately decided to get ready because it was clear there would be problems. But I am not leaving, I am staying. Reporter: And you're going to Kyiv? Wife: Wherever, we don't know yet. Husband: We'll go wherever there's an open door. If there's an open door in Kyiv, then Kyiv. If not, then not there. That's our situation. ロシアが支援するドネツク人民共和国で戦うための召集された人たち
At a mobilization point in a sports hall in the city of Donetsk, Reuters interviewed on Wednesday (February 23) recruits of widely differing ages and experience, all of whom declined to be identified with their full names. Some had received call-up letters or phone calls, while others said they had come forward of their own accord. For days, Donetsk residents have been receiving text messages telling men it is their "sacred duty" to defend their fatherland, while loudspeakers blare out similar messages in the streets. "I think there will be a war. We'll see. We're always ready," said Artur, 28, a reserve lieutenant with five years of army experience. Dmitry, a man of about 30, said he had volunteered by himself. "The family doesn't know yet. They'll find out tonight," he said. Sergei, 54, a mine worker with knowledge of explosives, said the rest of his family had left for safety in Russia but he had stayed behind. "I came to defend my homeland," he said. A middle-aged father said his 20-year-old student son had received the summons the day before. "He said, 'What am I going to do, hide? I'll go like everyone else.'" Some men, however, were fearful of going into battle. Alexander Golovan, 40, said he was trying to secure an exemption for his brother, a diabetic who requires insulin injections five times a day but had received a written summons. A 38-year-old husband and father of three, who said he was too scared to give his name, said he was avoiding leaving the house because he had heard of people being stopped in the street by the military. e Russian-backed leader of the breakaway Donetsk region said on Wednesday (February 23) he wanted to peacefully settle its borders with Ukraine but reserved the right to ask "big Russia" for help. Denis Pushilin, who heads the self-proclaimed Donetsk People's Republic that was recognised by Russia this week, said he favoured dialogue with Ukraine in the first instance. Russia's recognition of Donetsk and the neighbouring self-proclaimed Lugansk People's Republic on Monday (February 21) was declared illegal by Western countries, which have imposed new sanctions against Moscow. The move has taken the Ukraine crisis into a new phase as the treaties Russian President Vladimir Putin signed with separatist leaders on Monday provide a legal pretext for Russia to send in its forces in support of the separatists, who now control only a fraction of the two regions of eastern Ukraine that they claim.
